Energy savings as a component of noosphere development.
Noospheredevelopment within the energy savings context discovers new value. Therefore there is some complicateswith innovative strategy development of the state even in the conditions of high potential of energysavings. In article the analysis of energy development and consumption is carried out, the polluting factorof traditional energy is considered and the unified system of administrative decisions is accepted.Development of the state and international programs are required. Research of the market by financialinstitutions and scientific centers are necessary, those components in a complex will constitute newstrategy of sustainable development of regions and the countries as a whole and they are taking intoaccount economic laws and energy component. Such programs will lead to qualitatively positive changesin system of energy supply and energy savings on the basis of renewed energy sources.National and international programs, as well as financial market research institutes and research centers,which in combination make a new strategy of sustainable development of both regions and countries as awhole, taking into account the laws of economic and energy components. These programs lead tocompletely positive changes in energy supply and energy from renewable energy sources.

Noosphere realities and utopias.
The object of study of thenoosphere – the evolutionary developing information and material system "biosphere – humanity –technosphere – infosphere." Research objectives of the noosphere are studying and understanding of theprocess study and understanding of the process of adaptation of man and nature development, studyopportunities and ways to embed social and technical systems of the biosphere, the coordination of thelaws of human nature. Identified six stages in the development of the noosphere. The sixth stage -preservation of a unique system, developed by the interaction of the Earth biosphere, humanity andtechnosphere. In the works of the noosphere is often not differentiated ontological and axiologicalcategory. In this part there is a large proportion of the utopian illusions of many ideas about the futurenoosphere. Their distinction allows you to narrow the range of often arbitrary reasoning.

Simulation model of transformation recreational facility on the basis of the transition to a resource-saving technologies.
Simulation model of economic of recreation object thatconsumes traditional and renewable energy resources is developed. The model contains the dynamicequations of the production of recreational services with management agents in their structure (informationtechnology ABC AGENT). Computational experiments with a model in which the two scenarios studiedenergy transfer of recreation object for resource saving (alternative) production technology are conducted.In the first scenario the profitability of production was estimated at a constant value of alternativeresources, the second – at a variable cost. The graphs profitability and accumulated net income used forinvestment in resource conservation are constructed. It is shown that an important role for makingdecisions about replacing conventional energy sources play an alternative economic models of ofrecreation objects that predict scenarios of profitability and net income as a response to the modelsupplied to the input scenario, the demand for recreation services and the production cost of services. Oneof the practical construction tools of predictive models of recreation objects can serve as informationtechnology ABC AGENT, which was used in this study.

The Black Sea In The Epoch Of Global Challenges.  
The Black Sea is the unique internal sea almost isolated from the World Oceanwith weak natural intermixture of sea waters, which tends to accumulate the pollution rising from theadjoining territories. It is demonstrated in the article that the Black Sea is a powerful transportation unit,and load intensification due to new deposits of hydrocarbonic raw material development on the Black Seashelf will inevitably lead to activization of geological and geomorphological processes, to the biologicaldiversity vanishing and fish resources supply decreasing, new political conflicts arising and reduction of theCrimea recreational significance. Power resources extractions, in particular by a foreign companyVancoPrykerchenska, on the total area of 12,96 thousand sq. km of the shelf and only in 13 kilometersfrom the coastal line of the Crimea may provide irreversible ecological consequences.

The article explains the essence of ecological securitymanagement system of naturally and anthropogenically modified geosystems as a complex of actions andprocesses aimed at planning and construction of optimal versions of space and time structural-functionalorganization of geosystems, renewal and increase of their ecological potential and stability, prevention offormation and development of ecological risks. The structural blocks of the system are: ecological audit,ecological design (planning), ecological monitoring, databases and banks of data using GIS technologies.

Great Feodosia water-economy complex as the base of region sustainable development.
The analysis of the quantities characteristics of water resources ofGreat Feodosia is done in article, on the base of the region natural conditions studying. The connectionbetween water resources and climate characteristics, and depending of drain dynamic from the specifics ofregion geological structure was shown in it. Surface and underground waters were analyzed in detail.Contemporary evaluation of Feodosia water-supplying complex condition was done in this article. Quantityloss of drinking water and quality of water resources were estimated in it. Recommendations aboutsituation stabilizing are developing.

Crossroads Of Natural Sciences.
The article highlights the corners ofthe scientific views of scholars at different times on the evolution of the nature of the Earth from a positionneptunizma and plutonism, catastrophism and uniformity, fiksizma and mobilist. It is shown how theseviews were displayed on the development of the natural sciences, namely: geological and geographical,biological and chemical knowledge in certain stages of their development. Displayed briefly, what wasdone to the knowledge of the nature of our planet by biologists and geologists geology in biology and othernatural scientists. The questions, as established at the junction of different hypotheses, attitudes, conceptsand theories originated and developed new concepts, doctrines, and the young science (biogeochemistry,marine geology and ecology). The attention of the reader to a change of scientific views, which causedone of the natural sciences in these other sciences. In general question revealed what evidence led theauthors to confirm their theoretical developments in other fields of natural knowledge (for example: CharlesDarwin’s theory of evolution was confirmed actualism Ch.
